In order to combine cutting-edge sector and functional expertise, Espelia has adopted a matrix structure which is embodied in the tandem of Sectorial Departements and Expertise Centres.

The diversity of personal profiles, which includes top-level training and extensive previous experience (in both the public and private sectors), results in smart and pragmatic guidance and solutions which work.

These pooled skills complement each other and make it possible to approach projects from every angle (technical, programmatic, economic, financial, legal, fiscal, etc.) and to think "out of the box" when seeking solutions.

Secorial Departments

All Espelia's consultants belong primarily to one Sectorial Department in order to develop an expertise which covers the technical, economical, legal, fiscal and financial particularities of one specific public service sector.

Within its field of sector expertise, each Departement monitors, shares and comments on current developments, elaborates the Espelia ‘doctrine’, designs training modules and develops the methodologies and tools used during projects.

Each Departement brings together a group of consultants with complementary professional expertise.

Joining their efforts, Espelia’s Sectorial Departements contribute to the development of sustainable mutli-sectorial strategies and masterplans for the territories they work for.

Expertise Centers

The Expertise Centres are places for cross-sector reflection and for the ongoing strengthening of the functional expertise of the consultants.

Some of the most active Expertise Centres include:

  • the Financial one run by Romain Francoz
  • the Legal one, run by Eric Mourot
  • the Organisation and Human Resources one, run by Michel Vialle
  • the Architectural and Functional Design one, run by Thomas Marchetto

Within its field of expertise, each Expertise Centre monitors, shares and comments on current developments, elaborates the "Espelia’s doctrine", designs training modules and develops the methodologies and tools used during projects.
