Clément Fourchy, Directeur adjoint d'Espelia, était présent à Chandigarh en Inde les 12 et 13 septembre pour animer avec l'AFD et Crisil, l'atelier sur comment développer le secteur 43, une nouvelle zone à urbaniser dans le cadre du projet de ville intelligente de Chandigarh. 30 participants de la Municipalité, du Territoire et les consultants sur le projet de la ville ont travaillé ensemble pendant 2 jours pour répondre à différentes questions.

"In Chandigarh (India), AFD, Espelia and Crisil lead a workshop on how to best develop Sector 43, a new area to be urbanized as part of Chandigarh’s smart city project. 30 participants from the Municipal Corporation, the Union Territory and the city’s Project Management Consultant (Egis) have worked together during two days to answer the following questions:

  • How to define the project content? How to size each project component (congress center, museum, hotels, housing, public facilities, etc.) taking into account market / private stakeholders appetite and public interest, as well as the link between both the different components of the project and between sector 43 and the city / metropolitan area as a whole;
  • How to finance the project? Which mechanisms should be set up to ensure optimal leverage of private investment from the public money invested (including making the best use of public land and land-based finance mechanisms)?
  • How to implement the project? Which legal tools can be used to implement the project through public-private partnerships? Which stakeholders to involve? What would be their respective tasks and roles, and how should they be organized institutionally and operationally to ensure correct implementation of the project, public monitoring and flexibility to adapt to context evolutions?"
