Design and implementation of a financial model for the urban drinking water supply sector (Ivory Coast)

Context

In Ivory Coast, the fragmented organization of the urban water supply sector and the lack of adequate and comprehensive information prevent a clear picture of the sector's financial and asset situation. The country also lacks decision-making tools to support the sector regulation and investment planning.

To address this issue, the Government wishes to have a strategic financial model to facilitate financial planning and regulation of the urban water supply sector.

Objective

To develop a financial model capable of assessing the long-term financial sustainability of the SODECI (Société de Distribution d'Eau de Côte d'Ivoire), the ONEP (Office National de l'Eau Potable), the FDE (Fonds de Développement de l'Eau) and the FNE (Fonds National de l'Eau), and to measure the impact of investment decisions, particularly in terms of tariffs.

Our contribution

During this mission, our team has carried out the following activities :

  • Various investment scenarios
  • A complete financial model taking into account the basic data and assumptions, a projection of the water demand, the validated investment program and the investment financing terms
  • A projection of service costs and balancing tariffs
  • A set of recommendations to improve the sector's operating performance and return to financial equilibrium
  • Training to consult and use the financial model

The support continued until the financial model was fully validated by the Government and owned by the authorities.

Our team’s experience in the realization of sectoral financial models, in particular in the water sector, has allowed us to develop an adapted tool to assess the financial situation of the urban water actors in Ivory Coast, and to facilitate the planning and regulation of the sector.
