Diagnosis of the drinking water and sanitation service in the province of Montecristi (Dominican Republic)
Context
To address the difficulties encountered by the water sector in the Dominican Republic, the European Union contributes to the support provided by several donors to the INAPA (National Institute of Water and Sanitation) for the implementation of water and sanitation projects in the country. This support should improve the operator's technical and commercial performance, through the setting up of a technical assistance contract.
Objective
Analyze the relevance and possibility of establishing a technical assistance with results-based commitment for the services provided by the INAPA in the province of Montecristi and identify the guidelines of this support.
Our contribution
Our team has conducted the following activities :
- Analysis of the legal feasibility of a technical assistance contract with a results-based commitment
- Identification of all the elements needed for the preparation of tender documents for the recruitment of this technical assistance
- Analysis of the performance indicators set up by the water operator to monitor its activity and results,
- Proposal of terms of reference for the technical assistance services
- Proposal of the main lines to organize the monitoring of the technical assistance contract
- Presentation of the broad lines of the modalities of evaluation of an effective skill transfer between the technical assistance and the INAPA existing staff
- Proposal of the number and profiles of technical assistants
