Project management assistance for the evaluation and revision of the management contract of the public bus transport of the Grand Agadir
Context
Agadir Mobilité SA is the local public company organizing transport in the Agadir agglomeration (1 million inhabitants). The role of Agadir Mobilité SA is to take into account the urban extension of Greater Agadir and its challenges in order to create mobility and urban travel solutions for its inhabitants.
A High Service Level Bus project is being developed to support urban growth and improve the quality of public transport services. This project will lead to a global reconsideration of the contractual relationship with the current operator.
Objective
The Espelia group was mobilized to assist Agadir Mobilité in its negotiations with the operator Alsa, for the revision of the contract and its adaptation to the High Level Service Bus project.
Espelia's mission is divided into three parts:
- On the one hand, to assist Agadir Mobility in launching a technical, financial and legal audit of the network and the contract;
- On the other hand, on the basis of this audit, conduct negotiations with the operator to :
- Carry out the periodic contractual review required by law,
- Integrate the operation of the Bus Rapid Transit (BRT) during the last two years of the contract,
- Define the modalities for the partial renewal of the rolling stock, and
- Prepare the conditions for the extension of the network to accompany the development of urbanization.
- Finally, finalize the draft amendment.
Our contribution
Espelia is particularly involved in technical and financial issues and project management.
The services provided during this mission consist of :
- Preliminary discussions with the various authorities and the operator to fully grasp the issues at stake.
- Preparation of a tender document for the recruitment of a technical, financial and legal audit team; analysis of tenders and assistance in selecting the auditor; assistance in managing the service.
- Synthesis of the audit and preparation of the negotiation strategy.
- Organization and assistance in negotiations with the current operator.
- Assistance in finalizing the amendment (if negotiations are successful) or assistance in signing a new operating contract (if unsuccessful).
The mission is underway. The due diligence is being finalized.
