Institutional analysis and capacity building plan for sanitation in Conakry and Kindia (Guinea Conakry)
Context
The "SANITA Villes Propres" program launched by the European Union aims to professionalize the solid waste management sector in Guinea Conakry. The management of this program has been entrusted to ENABEL, under the guidance of a governmental monitoring committee. The first step is to improve the door-to-door solid waste collection system in the communes of Conakry and the city of Kindia.
Objective
To conduct an institutional and organizational analysis of all the institutions making up the solid waste management sector, and to carry out a plan to strengthen their skills, which will be financed by the SANITA program.
Our contribution
The ICEA/Espelia team has carried out the following activities :
- Identification of the general and technical capacities of the institutions and organizations of the sector, through a participatory approach
- A diagnostic assessment of the sector's performance level
- Recommendations for short- and medium-term improvement actions
- The preparation of a capacity building plan for the institutions and organizations concerned
Our team has implemented a participatory initiative through the ACD (Animation, Concertation, Design) approach and the tools developed by ICEA/Espelia to design and facilitate collaborative work sessions, in order to share with the stakeholders the analysis of the strengths and weaknesses of the different entities, and to co-construct capacity building actions.
