Technical assistance to the state of Senegal and Ivory Coast for the implementation of two major development operations designed in the periphery of Dakar & Abidjan
Context
The WAEMU (West African Economic and Monetary Union) states are facing a phenomenal housing deficit that continues to grow as a result of the region's accelerated urbanization.
In response to this massive challenge, states have embarked on national social housing programmes that ambition to boost the production of affordable and secured housing in their respective countries.
In this context, the World Bank provided a funding of $130 million to the West African Development Bank for the development of affordable housing financing through the Regional Bank « Caisse de Refinancement Hypothécaire (CRRH) ». This funding includes a $15 million technical support component to help the states tackle the bottlenecks of the housing production chain.
In this context, the WAEMU Commission called on a consultancy firm to support the States of Senegal and Ivory Coast in their respective programmes, through targeted support for two large-scale operations: the Daga Kholpa operation in Senegal (Greater Dakar, 2000 ha) and the Songon-Kassemblé operation in Côte d'Ivoire (Greater Abidjan, 439 ha).
Objective
The objective of this advisory was to accelerate the implementation of these two operations but also to draw lessons for the realization of future operations carried out by the States, in particular operations of the "new town" type. Indeed, more than social housing operations, these operations can be considered as new town operations, insofar as each of the sites is preparing to accommodate more than 100,000 inhabitants in the coming years.
Our contribution
The following activities were carried out:
- Elaboration of a complete diagnosis of the operations (socio-economic, technical & urbanistic, institutional & organizational, legal, economic & financial...) to identify the main blocking points and define an action plan to be implemented within the framework of the consulting support:
- Analysis of the socio-economic and urban planning relevance of the operations with regard to housing needs and the master plans of the two agglomerations,
- Analysis of the state of progress of the operations and possible technical constraints,
- Analysis of the management and financing methods of the operations,
- Analysis of the regulatory framework.
- Implementation of the action plan, including
- Strengthening the governance and management methods of the two operations: support for the operationalization of a development company in Senegal, support for the implementation of a project team in Côte d'Ivoire,
- Conducting market studies to determine the demand for housing in Dakar and Abidjan, to refine the target of the two operations and to specify the program,
- Development of tools to improve the operational and financial management of the operations: projected economic balance sheet, phasing calendar, programming monitoring tool, risk management tool, etc,
- Strengthening the regulatory framework of operations: improving State-developer contracts, optimizing procedures for obtaining land titles, etc,
Developing and running a training course on the management of "new town" type development operations for public development and construction players.
