Assistance to the Casablanca Transport Authority in the PPP definition and implementation for the first tramway line, 4 BRT lines and Bus lines, and Public authority capacity building
Context
Within the framework of the Greater Casablanca region’s Urban Mobility Plan (UMP), the authorities adopted in 2006 a proactive strategy for the development of public transport. The public authorities entrusted Casa Transports SA, a local development company, with the management of the project. The company is in charge of the development and operation of two tram lines and four BRT lines as well as the restructuring of the bus network.
Objective
To determine the best management solution for each mode of transport and to secure the corresponding implementation and monitoring processes, Casa-Transports sought specialized support.
Our contribution
Since 2008, Espelia has advised Casa Transports on the strategic, organisational, technical-economic, and financial aspects of the following missions:
- Support for the implementation of the first tramway line PPP contract in Casablanca, followed by capacity building activities;
- Operating studies and preparation of specifications for the award of tramway and other exclusive right-of-way public transport contracts;
- Support for the preparation and implementation of a new bus network operation contract within the Al Beida Intercommunal Cooperation Establishment.
- Support for the revision of the operating contract and the completion of the conditional tranches (ongoing).
Espelia' s activities included the following:
- Stakeholder, institutional and organizational analysis of the public transport system;
- Audit and evaluation of ongoing contracts;
- Operation and maintenance scenario proposal (PPP / public-private partnership / concession / etc.);
- Technical-economic and financial modelling (Business Plan) of medium-term services;
- Definition of key features and contribution to the drafting of operation/maintenance contracts;
- Preparation of tender documents ;
- Support throughout the tendering process (tender documents, analysis of tenders, negotiation, finalization).
Espelia's support allowed for a secure contractualization of these public transport networks, in the interest of the people of Casablanca.
