The New Port of Kenitra Atlantic aims at unloading the port of Casablanca of a portion of its conventional and solid bulk traffics. The objective is the progressive development of a modern offer and to be ready to seize possible opportunities such as the automobile or shipbuilding industries.
The Ministry of Equipment, Transport and Logistics wanted the project to be implemented in the most efficient way possible. The Ministry was in search of the most advantageous and adequate mode of realization for the construction and the exploitation of the second phase of the New Port of Kenitra Atlantic. The authority wished specifically to study the extent to which the contract of public private partnership (PPP) constitutes the best way to implement the phase of the Project. It is in this context that the Espelia consortium was mobilised.
The decision to choose a form of PPP as the solution for implementing a project must be based on an objective study of the advantages and disadvantages of the various possible solutions. This preliminary evaluation had to provide tangible proof of the best projected efficiency of the PPP solution compared with the alternatives. The Ministry of Equipment, Transport and Logistics mobilised the group to carry out this study.

Our support enabled us to carry out a preliminary assessment of three different scenarios (public contracting + concession, global concession and public-private partnership contract) and to compare them. The consortium also provided the Ministry with synthetic elements to help in the decision making process.
