Technical assistance to SONES for the control and monitoring of new affermage contract (Senegal)

Context

Significant progress in the performance of urban water supply has been made in Senegal over the last two decades, driven by a first-generation reform. However, the end date of the Sénégalaise des Eaux (SDE) contract on December 31, 2018, and the slowdown in performance observed in recent years have led to the launch of a second-generation reform of the sector.

This reform, which follows the first one, must address the needs resulting from strong population growth and it must follow the Government’s objectives as set out in its “Post MDG 2014-2025 Roadmap”. It involves, on one hand, the selection of a private operator responsible for managing public production and distribution of drinking water in urban and peri-urban areas through an affermage contract (type of PPP contract), and a greater responsibility by the farmer for certain renewal investments, and, on the other hand, a consolidation of the monitoring and regulation of the sector.

Objective

The general objective of the intervention is to provide technical, legal, and financial support to the National Water Company of Senegal (SONES, Société Nationale des Eaux du Sénégal) in the conduct of its control and monitoring activities of the proper implementation of its obligations and those of the farmer. This support will be provided during the first two years of the new affermage contract (type of PPP contract).

Our contribution

Our team has carried out the following aspects of the mission :

  • Contract governance
    • To adapt organization for administrative, legal, financial, and technical follow-up
    • To develop methods and procedures for monitoring the farmer's contractual obligations and a reporting template
  • Technical and commercial management :
    • To adapt / create control methods and procedures
    • To support the SONES in adapting its computer system
    • To analyse the evaluation grid of performance contract indicators
    • To support the SONES in establishing a monthly and annual reporting template
  • Asset management and data exchange :
    • To adapt the methods and procedure for controlling assets (inventory with the tenant, GIS database, geolocation of connections)
    • To diagnose and propose adaptations to the SONES computer equipment to access operating data
  • Asset development :
    • To create methods and procedures for controlling the updating of hydraulic models
    • To assist the SONES in the preparation of a five-year investment plan and its update, as well as the annual renewal and investment plans
    • To propose methods and procedures for the control of renovation work
  • Environmental management :
    • To propose methods and procedures for controlling the farmer's management of discharges, sludge, and waste
    • To provide support in the validation of investments for the environmental compliance of the works, in the preparation of studies, of tender documents as well as in the evaluation of proposals

This technical assistance was meant to enable the establishment of an adequate framework and procedures suited for the new affermage contract and the monitoring of the farmer’s activities, driven by our team's experience in the management and control of water services operations. The mission also includes important aspects of capacity building of the SONES teams on the characteristics and challenges of the new affermage contract, as well as the tools put in place for the monitoring and control of the affermage.
