Project Management Unit and Technical Advisory Services for the Mobilize Your City Asia Programme

Context

Launched at the COP 21, the Mobilise Your City (MYC) Partnership is a global partnership to support sustainable and low-carbon urban mobility planning in developing and emerging economies. This Partnership is co-financed by the French and German governments through the French Ministry of Ecological and Solidarity Transition (MTES), the German Federal Ministry for the Environment, Nature Conservation and Nuclear Safety (BMU), the French Development Agency (AFD), the French Global Environment Facility (FFEM) and the European Commission.

After setting up projects and operations in Latin American and Africa, the Caribbean and Pacific regions, the objective of the Asia Program is to expand the MYC Partnership operations in Asia. To this end, the French Development Agency (AFD), which finances the first phase of the MYC Asia Program through a 5 M euros grant, is joining forces with the Asian Development Bank (ADB) as co-lead partner on the program implementation. The present assignment aims to deploy adequate program/project management support and technical advisory services to ensure the efficient roll-out and successful outputs delivery of the MYC Asia Program on the three program components presented hereafter:

  • Component 1: Development of Sustainable Urban Mobility Plans and adequate preparatory and feasibility studies for priority infrastructure projects, for accompanying measures or policies, and implementation of pilot projects at the subnational / municipal scale;
  • Component 2: Development and improvement of National Urban Mobility Plans towards greener and more sustainable urban mobilities at the national scale;
  • Component 3: Structuring and animation of a community of practice, capacity-building and knowledge sharing at the regional scale.

Objective

This Technical Assistance financed by AFD aims to promote and support the development of the MobiliseYourCity partnership in Asia, through (i) the coordination of the programme in the region, and (ii) the provision of technical support and capacity building activities to member cities and countries in Asia.

Our contribution

Espelia's role is to lead the technical assistance and facilitate the implementation of the MobiliseYourCity partnership in Asia by:

  • Coordinating and monitoring the program, through the mobilization of a MobiliseYourCity Asia program manager ensuring the management of the partnership in the region;
  • Conducting thematic actions and studies aimed at supporting member cities and countries in the development and implementation of their sustainable mobility plans: development of terms of reference, review of SUMPs and NUMPs, production of studies;
  • Conducting capacity building and training activities for cities and member countries;
  • Organizing events to consolidate a regional community of practice within the partnership.

Espelia has notably led the following activities:

  • Production of a policy paper on “Paratransit in Asia”
  • Organization of a webinar on Greenhouse Gas emissions calculation
  • Elaboration of Terms of Reference for the elaboration of a SUMP for the three cities of Peshawar, Mingora and Abbottabad (Pakistan)
  • Review of the inception report of the SUMPs for the cities of Peshawar, Mingora and Abbottabad (Pakistan)
  • Organization and facilitation of a training session on SUMP Knowledge and Air Quality for three cities of Khyber Pakhtunkhwa province in Pakistan (Peshawar, Mingora and Abbottabad)
  • Communication activities on the partnership and SUMPs elaboration and implementation in the region
