Technical assistance for the modernization and harmonization of the legal and regulatory framework of the energy sector and tariff study (São Tomé And Principe)

Context

The Democratic Republic of Sao Tome and Principe is committed to the recovery of its energy sector, which suffers from major weaknesses in the segments of production, distribution, and marketing.

The Energy Sector Recovery Project, funded by the World Bank and the European Investment Bank (EIB), aims to support the improvement of the energy sector through four key components, including support for institutional reforms and energy sector planning.

Objective

Support the multi-sectoral regulatory agency AGER (Autoridade Geral de Regulação) on institutional reform, planning and pricing, to strengthen its capacity to fulfil its tasks in the energy sector.

Our contribution

Our team has conducted the following activities :

  • Institutional reform and planning of the energy sector :
    • Functioning and organization of AGER: definition of tasks, target organization, capacity building plan, review of administrative procedures
    • Legal and regulatory framework: review and update of the legal framework, proposal of guidelines for the control of operators
    • Preparation of the strategic plan for the regulation of the energy sector
    • Preparation of a business plan for AGER, recommendations on financial resources
    • Preparation of a follow-up plan for the implementation of the recommendations
  • Tariff study and implementation of cost accounting :
    • Design of a cost accounting framework: cost accounting needs and principles, capacity building needs
    • Tariff study :
      • Analysis of EMAE costs and revenues
      • Review of demand analysis and forecasting
      • Review of investment plans
      • Development of a financial model for the energy sector and recommendations on the tariff structure
    • Tariff regulation procedures :
      • Definition of a tariff regulation method
      • Preparation of a quality-of-service standard

Based on our experience in the capacity building of organizations as well as in the support of electricity’s regulation, we were able to accompany AGER on various aspects of its activity in order to increase its autonomy and reinforce its weight in front of the national authorities and EMAE.
