Transactional assistance in the review and tender process of the Wardanieh water treatment plant in Lebanon and assessment of PPP needs in water sector in Lebanon

Context

The Beirut and Mount Lebanon Water Board (EBML) in coordination with the Ministry of Energy and Water has decided to build and operate the Wardanieh treatment plant according to a DBO (Design Build & Operate) approach involving the intervention of a private operator.

Objective

Our team, in association with Dar Al Handasah Nazih Taleb & Partners / Artelia, was in charge of :

  • Assisting and advising the World Bank throughout the bidding process of the treatment plant
  • Carrying out a needs assessment for public-private partnerships (PPPs) in the water sector in Lebanon, and the identification of a series of PPP projects for the next 3-5 years

Our contribution

The ICEA team has carried out the following activities :

  • Documentary review
  • Assessment of PPP needs in water :
    • Identification of eligible PPP projects/programs
    • Determination of potential contractual schemes
    • Training workshop on PPP in water
  • Establishment of a 5-year PPP program :
    • Prioritization of projects
    • In-depth analysis of each selected project with specific contractual schemes :
      • Operation-maintenance contract for a dam, to mobilize water resources
      • Water loss reduction contract
      • Contract for billing and collection of irrigation service fees
    • Design of a 5-year strategic water PPP program

Our team's experience in identifying investment projects and programs, and in public-private contracting, has enabled us to appreciate the particular conditions of the private sector participation in the water sector in Lebanon, and to analyze the feasibility of several PPP projects that could be implemented in the short to medium term.
