In 2010, the Government of Mali reformed the urban water sector by creating two water companies: SOMAPEP-SA, responsible for asset management, and SOMAGEP-SA, responsible for operations.
Given the challenges of developing the drinking water sector and the difficulties SOMAPEP-SA is experiencing in meeting the project implementation deadlines, particularly Kabala (Bamako's drinking water supply), the authorities have decided to review the structure's capacities regarding its work management and operation control missions.
Conduct an organizational audit of SOMAPEP-SA in order to assess its functioning and propose actions to strengthen its organization.
During this mission, the ICEA/Espelia team has carried out the following activities :
ICEA/Espelia conducts organizational audits of water and sanitation utilities on a regular basis, which are accompanied by recommendations on the general organization, human resources management, management tools, etc. Our team used its extensive experience to propose to SOMAPEP-SA an operational action plan to strengthen its organization and change management.
Espelia supports local authorities, public stakeholders and their partners in the design, management and transformation of local public policies.
