Technical audit of contracts and agreements in the urban drinking water sector - Ivory Coast

Context

Access to drinking water and improvement of the quality of service is one of the main objectives of the National Development Plan 2016-2020 of Ivory Coast.

The Government of Ivory Coast wishes to assess the functioning of the urban water sector and the implementation of contractual and institutional arrangements through a technical audit, along with recommendations to improve the efficiency of the sector and facilitate its regulation.

Objective

The objectives of this technical audit are as follows :

  • To carry out the diagnosis of the functioning of the contractual framework and the role of the actors
  • To carry out the diagnosis of the economy and the performance of the sector
  • To make proposals for the improvement of the sector

Our contribution

Our team has conducted the following activities :

  • Collection and analysis of technical, financial, economic, institutional, and legal data
  • Carrying out a diagnosis, including :
    • A contractual audit :
      • Audit of the execution of contractual obligations
      • Audit of the regulation of the sector
    • A financial audit :
      • Audit of the functioning of the Water Development Fund (FDE) and the National Water Fund (FNE),
      • Review of the sector's financial situation.
    • An institutional audit :
      • Review of the formalization and clarification of the role of each actor
      • Evaluation of their performance
      • An audit of the sector's performance
  • The formulation of proposals for institutional, contractual, and financial improvements
