Technical performance audit and evaluation of drinking water sector reform in Mali

Context

In 2010, the Government of Mali adopted an institutional reform which allowed the legal separation of the management of public electricity and drinking water services through the creation of two State-owned companies: an assets company, SOMAPEP -SA, and a farming company, SOMAGEP-SA.

Objective

The Government of Mali wished to carry out an assessment of this reform, with the aim of preparing a critical report on the current situation of the drinking water sector in urban areas on institutional, legal, technical, financial and organizational plans.

Our contribution

Our team has carried out the following activities :

  • Diagnosis :
    • Status of the implementation of the sector reform (review and analysis of legal texts, contractual diagnosis, organizational analysis of actors, functional relationships, evaluation of the internal and external communication system)
    • Technical audit: evaluation of technical performances, and benchmark
    • Financial audit: analysis of the financial situation of SOMAPEP and SOMAGEP
    • Analysis of the performance indicator evaluation system
    • Summary: strengths and weaknesses
  • Recommendations :
    • Recommendations and corrective measures
    • Development of an operational action plan
    • Development of a skills transfer program

 ICEA has brought its expertise in institutional reforms and in the organisation of water services to carry out a comprehensive audit of the urban drinking water sector, which provided the Malian government with a detailed vision of the situation. The recommendations associated with the diagnosis were translated into an operational action plan to make the recommendations applicable and prioritized.
