Choice of the Contractual Model for the Operation of the Future Bus and BRT Network in Agadir
Context
The Greater Agadir area is experiencing significant demographic changes, with a strong growth in urban population and an increase in household motorization rates. The public bus transport service, operated by a private company through a delegated management contract dating back to 2010, is increasingly inadequate to meet the mobility challenges, territorial coverage, and service quality required in Greater Agadir.
As the contract is set to expire in 2025, and with a Bus Rapid Transit (BRT) line set to be operational in the same year, Agadir Mobilities seeks to define the most suitable contractual model for the context. This context is characterized by the inadequacy of an “all-risks outsourced” model in the face of establishing a new integrated network with free transfers and mass transit modes.
The assignment involves not only defining and evaluating all possible models but also engaging in consultation with the local authorities funding Agadir Mobilities, the State, and potential candidates to arrive at a formula that is acceptable to all and based on a balanced distribution of risks.
Objective
To support Agadir Mobilities and public stakeholders in choosing the most suitable contractual model for the public transport service objectives, within the local institutional and budgetary context.
Our contribution

- Economic modeling of the projected operating account for the future network with BRT to simulate the risk borne by the public sector in each contractual scenario
- Consultation on 2 or 3 selected scenarios with Moroccan State services, local authorities, and potential candidates
- Assistance in choosing the selected scenario and refining its technical, legal, and financial modalities
