CDIA Project Preparation Study for the Vientiane-Nong Khai Cross-Border Cable Car Project

Context

The Cities Development Initiative for Asia (CDIA), a multi-donor trust fund managed by the Asian Development Bank, worked with the governments of Lao PDR and Thailand to conduct a Project Preparation Study (PPS) for a cross-border cable car project. The project included a broad-based technical, financial, economic, legal, institutional and safeguards due diligence necessary to support the governments of Lao People's Democratic Republic (PDR) and Thailand to take the Project to procurement. The governments could opt to seek PPP transaction advisory service to support them in selecting private sector financing and the type of partnership.

The objective of the project was to strengthen the connectivity and economic development of the cross-border urban region between Vientiane and Nong Khai with the implementation of a high quality and adapted capacity cable-car linking intermodal transport hubs of both cities.

Objective

The Project Preparation Study (PPS) aimed to move the project forward to technical and organization concepts suitable for take-up by private sector financing. The PPS should have integrated transportation stakes such as transit efficiency, station integration, specific urban cable operation considerations, cross-border constraints.

Our contribution

Espelia undertook the following activities:

  • Assessment of legal and institutional PPP frameworks in Lao PDR and Thailand and outline the required PPP legal, regulatory, and governance and business structure;
  • Institutional assessment and road map for institutional and capacity development;
  • Financial analysis of the project;
  • Preparation of the project’s PPP structure;
  • Recommendations for structuring PPP.
