Located along the Cau River in a mountainous region, Bac Kan City is richly endowed with natural assets, however these same assets bring risks during flood conditions—a threat that is exacerbated by climate change. The City faces many challenges for urban development and management. These include flood and erosion hazards along the river, urban encroachment on riverbanks, as well as pollution from wastewater and solid waste. Continued growth requires security of domestic water supply and careful management of flood and erosion risk along urban waterway corridors.
These emerging issues create challenges for government institutions and capacity building is required to ensure not only that the planned investments are well executed, maintained, and operated but also that there is long-term program for continued support to face growing needs and climate related risks.
The objective of this Project Preparation Study was to strengthen the two Provinces’ resilience to climate change by bringing in customised solutions and key information to prepare a cost-effective and efficient prioritized investment program. The investments aimed to improve drainage, flood protection, connectivity, and adaptation to climate change. The assignment also included the development of a capacity building programme for provincial and municipal stakeholders in Bac Kan and Phu Ly.
