Transaction advice for the contractualization of the Yopougon-Bingerville BRT operation
Context
Abidjan's transport sector faces numerouschallenges, including a degraded road network, widespread congestion, and underdeveloped public transport services and infrastructure. Greater Abidjan (5.4 million inhabitants) has launched a large number of projects to support its rapid urban development, including a metro and several bus rapid transit (BRT) projects. The urban transport strategy of Greater Abidjan's urban transport master plan aims to reverse these trends by developing mass transit services along the North-South and East-West axes. The Yopougon-Bingerville "East-West BRT Corridor" project is the most significant of these projects and, together with the metro, will form the backbone of the future mobility system. This 20 km BRT line will feature 21 stations.
Objective
The consortium, including Espelia, is tasked with providing transaction advice for awarding an operating contract for this BRT line. This includes proposing the best contractual arrangement, preparing the contract and tender documents, analyzing and negotiating the offers, and ensuring a successful closing.
Our contribution
In this transaction, Espelia is responsible for:
- Conducting a critical analysis of all input data for the economic model (investment and operating costs, expected revenues, etc.) ;
- Developing the forecasted financial model ;
- Contributing to the development of the draft contract and its annexes,
- Assisting in the analysis of the offers and participating in negotiation sessions.
