Capacity building and technical assistance for the Mobilise your City partnership

Context

The MobiliseYourCity (MYC) partnership, officially launched in 2015 in the framework of COP21, is supported by the European Union, France (AFD) and Germany (GIZ). Its ambition is to support the States and cities of the global South in the definition, design, planning and implementation of their sustainable urban transport policies and thus fight against the climate crisis. To do so, MYC supports States and Cities in (i) the preparation of Sustainable Urban Mobility Policies/Programmes (NUMP) at national level, (ii) Sustainable Urban Mobility Plans (SUMP) at local level, and (iii) methodological support and capacity building activities.

Objective

The French Development Agency (AFD) has mobilized a consortium led by Espelia to provide the program with a Technical Assistance with a twofold objective: (i) to strengthen the MYC methodological framework and (ii) to support the MYC program in the Africa-Caribbean-Pacific (ACP) Regions.

To this end, the intervention of the consortium (2018 - 2021) is structured around the following two main objectives:

  • Providing technical advice and capacity building in the planning and design of sustainable urban transport policies. Espelia supports the MobiliseYourCity (MYC) Secretariat in the implementation of its missions, in particular the development and dissemination of a solid and comprehensive methodological framework for MYC.

Provide short-term experts, based on the needs of the programme's beneficiaries in the Africa-Caribbean-Pacific region, to provide timely technical support and capacity-building activities (training, workshops, seminars, etc.).

Our contribution

Espelia's intervention was divided between the two missions mentioned above:

  • Mission 1 : Permanent technical assistance (Permanent technical advisor based in Brussels)
    • To provide a "Technical and Capacity Development Advisor" with specific expertise in urban transport planning and policy design;
    • Finalize, formalize and maintain the methodological framework;
    • Lead and coordinate the development of the MYC methodological framework and expand the related knowledge products on new topics;
    • Liaise with a diverse group of recognized and multidisciplinary experts;
    • Prepare MYC thematic contributions to partner and third party activities and initiatives;
    • Promote the methodological framework and related knowledge products at international conferences and through professional publications;
    • Assist in finalizing the monitoring and evaluation (M&E) framework and implementing tools and procedures to monitor the impacts of MYC activities;
    • Design the MYC capacity building framework ;
    • Build and manage an MYC community of practice.
  • Mission 2: Provision of Technical Assistance and Capacity Building services by short-term sector experts
    • Provide a pool of experts to support the implementation of capacity building services on various topics such as informal transport or participatory processes in the development and deployment of SUMPs;
    • Organize, facilitate and document seminars, experience exchange workshops and technical visits / study tours;
    • Organize training sessions in the different countries of the zone;
    • Respond to enquiries from beneficiaries or in-country program managers on selected technical topics.

The mission thus contributed to better equip the MYC programme and to strengthen its action in a sustainable way thanks to the capacity building of the secretariat. Particular support was also provided to the beneficiaries of the programme in the ACP zone, by training local counterparts and disseminating sustainable mobility solutions.
