Institutional, organizational and financial diagnosis of the national electricity company in Chad (SNE)

Context

Through an Agence Française de Développement (AFD) mission carried out in Chad in April 2017, several constraints on the national electricity sector were identified, and more specifically on the National Electricity Company (SNE).

AFD's objective is to frame its intervention in the sector and propose an approach to support the recovery of the electricity sector.

Objective

To provide AFD with a diagnosis of the institutional, organizational, and financial situation of the sector and of the SNE, as well as recommendations on priority actions to be taken, in order to formulate support for improving the performance of the SNE and the governance of the Chadian electricity sector.

Our contribution

Our team conducted the following activities:

  • Collection of information :
    • Analysis of the available documentation (legal, regulatory, technical, commercial, financial, etc.) related to the sector and the SNE
    • Meeting of the sector’s stakeholders
    • Analysis of performance indicators of the sector
    • Identification of ongoing or planned studies and investments
  • Analysis and recommendations :
    • Organizational, financial and commercial diagnosis of the SNE
    • Diagnosis of the legal and institutional framework governing the sector, analysis of contracts
    • Identification of priority actions and short, medium, and long-term measures to be implemented to improve the performance and governance of the sector
    • Draft action plan

We used our extensive experience of sectoral audits and public operator diagnoses to examine the situation of the electricity sector and the SNE, and to propose priority actions on which AFD could operate to remove the constraints on the sector.
