Opportunity and feasibility study of a training-innovation cluster in the field of mobility in Senegal
Context
Since 2014, Senegal has committed to implement the Senegal Emerging Plan (PSE), in order to boost a deep transformation in the structure of the Senegalese economy. The transport sector is a powerful vector for opening up the country both internally (improvement of inter-urban connections) and externally (transformation of the country into a logistics hub for the sub-region). As such, the transport sector it is at the heart of the PSE and the Senegalese authorities have undertaken several major infrastructure projects in recent years. These new projects generate important needs in terms of manpower and therefore needs in terms of training, but also in terms of research and innovation - particularly in the fields of public works, logistics and railways.
Objective
The general objective of the mission conducted by Espelia is to prefigure the establishment of a diversified training and research/innovation initiatives ecosystem in the field of transport and mobility of passengers and goods (including infrastructure and civil engineering). The aim is not ultimately to recreate training centres but to rely on existing centres and network dynamics (ISEP network, Senegal-Japan training centre, etc.) to adapt the training offer to market needs and establish a cluster/network dynamic.
Our contribution
Together, we are leading the following activities alongside AFD and Senegalese counterparts :
- Deepening of the project's opportunity
- Identification of training needs;
- Analysis of the training offer and the dynamics of networking, research and innovation;
- Analysis of environmental, social and climate issues related to the sector's challenges;
- Analysis of gender challenges;
- Identification of legal, environmental, and social constraints;
- Institutional and operational analysis of the public service delegation contracts ;
- Analysis of existing clusers;
- Definition of the concertation framework;
- Strategic workshop & construction of AFD's intervention strategy.

- Operationalisation plan for the public service delegation contracts;
- Operational feasibility;
- Technical & financial feasibility;
- E&S feasibility;
- Integration of gender issues into the feasibility study;
- Definition of the project logical framework and definition of M&E indicators;
- Organisation and facilitation of a strategic workshop.
- Assistance to the AFD in the appraisal process of the project.
The mission is in progress. Phase 1 has been successfully completed, allowing us to confirm the opportunity of the project and to outline the basis of its definition in a participatory manner. The second phase is in progress and aims at an instruction of the project before the end of 2021.
