Feasibility study for the implementation of a metropolitan structure for the Greater Abidjan
Context
The Greater Abidjan represents nearly 42% of the country's urban population (Source : World Bank), with 5.4 million inhabitants. The agglomeration is undergoing significant development, linked to demographic growth and the migration, and its population has doubled in 20 years.
Abidjan must face the city’s major challenges, particularly in terms of transport and mobility, urban and economic development, or social and environmental action, to assert its position among Africa’s largest metropolises. The State is considering the most suitable governance model for Abidjan: one that would be best suited to the resources available and that could take into account the characteristics of each territory.
Objective
An Espelia-lead consortium was mandated to assist the Ivorian authorities in defining and implementing a governance scheme for the Greater Abidjan area, including the creation of a metropolitan structure bringing together the 19 communes of the agglomeration.
The mission is based on a co-construction approach, including a large number of interviews with local authorities, the presentation of contrasting scenarios, and facilitation and decision support workshops.
A second phase consists in defining the conditions for the operationalization of the chosen scenario, in terms of human resources, financing, adaptation of legislation, etc.
