Vietnam is considered one of countries most at risk from the effects of climate change. The country's secondary cities are particularly affected. In order to foster economic development while enhancing climate change adaptation, the Vietnamese Government has made improving urban infrastructure and services in secondary cities a priority.
In this context, the French Development Agency (AFD) and Cities Development Initiative for Asia (CDIA) are supporting the Provinces of Ha Nam and Bac Kan in the planning and construction of sustainable infrastructure.
The objective of this Project Preparation Study is to strengthen the two Provinces’ resilience to climate change by bringing in customised solutions and key information to prepare a cost-effective and efficient prioritized investment program. The pre-identified investments aim to improve drainage, flood protection, connectivity and adaptation to climate change. The assignment also includes the development of a capacity building programme for provincial and municipal stakeholders in Bac Kan and Phu Ly.
