Since 1996, the National Sanitation Office of Senegal (ONAS) has been providing the public service of collection, treatment, recovery and disposal of wastewater and rainwater in urban and peri-urban areas. For several years, the financial resources (fees, taxes, etc.) collected have been insufficient to meet the various operating and investment expenses.
Identify sustainable financing mechanisms for the sanitation sector in addition of the existing ones and develop an action plan and a timetable for the implementation of the selected measures.
