Renewal of the Rabat-Salé tramway network operating contract (operating mode and assistance contracting process)
Context
The Société du Tramway de Rabat-Salé (STRS) was created in January 2009 with the mission of designing, building, and operating the tramway in the greater urban area of Rabat and Salé (initially in restricted to the municipalities of Rabat and Salé, and then, in a second phase, extending it to other municipalities in the area). The current network (2 lines, 20 kilometers, 31 stations) was put into service in 2011. In 2010, the STRS had delegated the operation of the tramway lines to the company Transdev through an international call for tenders.
In 2019 – 2020, the STRS has requested Espelia's support for a study related to the future operating mode of the Tramway and an assistance to the renewal of the operating contract.
Objective
As the operating contract is due to expire in 2020, STRS wanted to be assisted by experts in urban mobility, public service financing and contract law to carry out the operating studies (choice of the future operating mode) and to conduct the selection process for the future operator, depending on the mode chosen.
Our contribution
In close collaboration with the STRS, we have carried out the following activities:
- Diagnosis and assessment of the current contract
- Comprehensive analysis of the current operating contract.
- Proposal of evolution scenarios and service management options.
- Definition of the potential operating schemes of the Rabat Salé Tramway network
- Consolidation of the operating scheme retained by the STRS.
- Elaboration of a Business Plan.
- Assistance to the STRS during the contracting process, the negotiation and finalization of the contract
- Drafting of the tender documents.
- Technical, financial and legal analysis of the bids received.
- Competitive dialogue and analysis of the final bids.
- Finalization of the contract.
Our support enabled STRS to define a clear vision of its service management options. On the basis of the choice made, Espelia assisted STRS in signing the new contract, choosing the best offer available and optimizing it according to the technical and financial expectations of STRS.
