Tariff study of the electricity sub-sector (Togo)

Context

Electricity sales tariffs in Togo have not changed since 2010. They do not cover the costs of the Electric Power Company of Togo (CEET), and contribute to the deterioration of the sector's financial situation. A review of the tariff policy is therefore necessary to contribute to the financial recovery of the sector, to increase the rate of access to electricity, and to diversify the energy mix.

Objective

Develop a new tariff grid that would allow the recovery of all service costs in order to ensure the sustainability of Togo’s electricity sector.

Our contribution

The ICEA/Espelia team carried out the following activities :

  • Financial and commercial diagnosis of the CEET
  • Calculation of the cost of electricity service, by type and segment
  • Development of a financial model, projection of costs and revenues required
  • Analysis of the ability and willingness to pay for electricity
  • Tariff proposals, taking into account the social impact
