Study mission of organizational, institutional and tariff aspects related to urban sanitation - Mali
Context
In a context of a deteriorated health and environmental situation, rapid population growth and new water supplies resulting from the Kabala drinking water supply project, the Malian authorities have launched a study to update the Bamako sanitation master plan. This update should lead to proposals to strengthen the sector, particularly in terms of infrastructures.
At the same time, another study financed by the African Development Bank was launched to strengthen the sustainability of future works, focusing on the institutional and financial aspects of sanitation and waste management.
Objective
To update the institutional component of the master plan for sanitation of the city of Bamako (SDAB) and the solid waste management strategy of the District of Bamako (SGDSB), in order to ensure the good management and sustainability of the sector.
Our contribution
Our team conducted the following activities :
- Diagnosis of the SDAB and the SGDSB :
- Analysis of the legal and institutional environment governing the two sectors
- Diagnosis of the organization of sanitation and waste actors
- Survey of users (households, businesses) and professionals (companies emptying pits and pre-collecting waste)
- Assessment of users' ability and willingness to pay for each service
- Principles and determinants of liquid and solid sanitation tariffs
- Institutional, organizational, and pricing structure for each sector :
- Clarification and redefinition of the role of actors
- Compliance with the legal, regulatory, and normative framework
- Strengthening of organizations
- Organization of two study trips to France and Senegal
- Recommendations regarding the sanitation tariff
