Evaluation of AFD's Local Government Management Training Program (Parcours Pilotage des Collectivités Locales)
Context
The Local Government Management Training Program (Parcours Pilotage des Collectivités Locales – PCL) offered by AFD Campus is intended for managers and elected officials of local authorities in emerging countries. It complements the technical and financial assistance provided by AFD's Operations Division for the implementation of urban projects and pursues several objectives:
- Strengthening the skills of local authorities, including AFD's counterparts.
- Transferring and enhancing knowledge and know-how in terms of urban development.
- Promoting and facilitating the financing and implementation of urban projects with counterparts.
- Promoting AFD's expertise.
The training program includes four complementary training modules on municipal finance management, urban planning, urban services management and project management. Deployed over the last ten years with more than 2,000 participants from 65 countries, the program has been widely developed and improved in order to respond to the scope of emerging urban challenges.
In 2020, the AFD Campus has decided to evaluate the PCL program.
Objective
The PCL retrospective and prospective evaluation aims to help design the new training program, and more specifically :
- Clarify the objectives and positioning of the training program,
- Adapt the content, format and implementation modalities of the program to maximize its impact.
Our contribution
In partnership with Pluricité, Espelia has carried out the following activities:
- Retrospective evaluation of the PCL training program over the past 3 years:
- Analysis of the training ‘demand’ and the match between needs, achievements and long-term impacts in terms of skills development;
- Analysis of the training ‘supply’, impact on projects, coherence with AFD's strategic plans and intervention frameworks.
The retrospective evaluation required the following activities:
- Development of the evaluation framework and definition of the evaluation methodology
- Organization of a questionnaire survey with 300 past participants (led by Pluricité)
- Organization of qualitative interviews with about 30 stakeholders (former participants, employers, AFD agencies and operational divisions, stakeholders, etc.)
- Co-construction and recommendations for the future PCL training program:
- Organization of co-construction workshops with AFD, past participants, trainers, training program partners to discuss the following: training program content, educational formats, organization, financing, animation of an alumni community etc.
- Formulation of recommendations to design the new training program
