Affordable Housing Study in Kenya
Context
Kenya is rapidly urbanising at a rate of 4.3% per year creating considerable pressure on infrastructure and housing demand, with an estimated shortfall of around 2,000,000 housing units. Faced with this situation, the Kenyan government has set the production of affordable housing as one of its priorities with an ambitious National Affordable Housing Programme. However, the targets are far from being met, and the housing supply on the market remain inaccessible to a large majority of households, particularly those at the bottom of the pyramid (the “B40”). In this context, and in discussion with the Kenyan authorities, AFD is financing a study to make recommendations and guide AFD's future operations in the housing sector.

Our contribution
The study includes:
- A household survey in three Kenyan counties to objectivise the financial capacities of households at the bottom of the income pyramid (the ''B40'' for ''Bottom 40''), to gain a better understanding of housing demand.
- A critical analysis of the initiatives taken by both the public and private sectors in recent years to meet the needs of these households, to gain a better understanding of the technical, institutional and financial difficulties encountered.
- A phase of co-construction of solutions with Kenyan authorities, based on the analysis carried out during the previous stages
- A phase of identification of weaknesses and potential evolution in the regulatory framework (the building code in particular), to align it with the recommendations and incorporate sustainable construction standards
