Support for the future management of PDUI 2 public facilities in Djibouti

Context

AFD has made integrated urban development a priority sector for its operations in Djibouti. This support is focused on one of Djibouti's three municipalities, Balbala, where AFD is financing the Integrated Urban Development Program (PDUI 2). This program aims at improving living conditions in the Layableh-Moustiquaire district. It finances primary infrastructure as well as commercial, leisure and service facilities. The following facilities and infrastructures have been financed by the program: roads, networks (drinking water, electricity), commercial facilities (markets), sports, community and leisure facilities, military police station, community development centre.

Objective

The AFD enlisted Espelia for our teams to support the Djiboutian Agency for Social Development (ADDS) in the upcoming commissioning of some PDUI 2 equipment: this includes commercial, sports, community, and recreational facilities.

Our contribution

Espelia’s international team supported AFD and ADDS in the following tasks:  

  • Diagnostic phase: assessment of the internal organization of the City of Djibouti and the municipality of Balbala, review of Djibouti's regulatory framework, review of Djibouti's experience in terms of managing existing markets and community facilities;
  • Clarification of the access conditions to market facilities for traders, and proposal of a user selection procedure;
  • Definition of specifications for future operators of market and community facilities;
  • Definition of a business model for market and community facilities;
  • Support for the recruitment process of future operators of market and community facilities (drafting of the call for tenders and guidance/support in the analysis of tenders).
