Diagnostic and Change Management Support for the National Authority for Tunnels (NAT) in Egypt

Context

The National Authority for Tunnels (NAT) was established in 1983 with the primary objective of studying, designing, and executing tunnel and metro projects within the Arab Republic of Egypt.

Over the years, NAT has grown into a leading entity, with nearly 1,000 employees overseeing an impressive portfolio of urban transport megaprojects across the country. These include metro lines, a tramway line, a light rail transit system, a monorail, and high-speed train lines. Concurrently, NAT has expanded its responsibilities to meet the evolving needs of transport infrastructure in Egypt.

In 2018, NAT's scope significantly expanded with the acquisition of metro line assets and assuming responsibility for the operation and maintenance of all metro and electric traction rail lines.

In 2020, NAT underwent another major transformation with a change in legal status, becoming a General Economic Authority affiliated with the Minister of Transport, gaining legal personality and budget autonomy to fund operational and maintenance costs through economic activities, independently of the state's general budget.

Objective

Following recent reforms affecting NAT's legal and institutional framework, Espelia has been selected to provide practical recommendations, tools, and change management support to facilitate NAT's adaptation. Key areas of intervention include:

 

  • Reassessment of NAT's current economic model and development of recommendations to better cover the operational and maintenance costs of projects overseen by the authority,
  • Optimization of NAT's human resources through enhanced project management capabilities and development of an adapted organizational structure.

  • Implementation of the change management process and organization of a communication event.
