Study on informal waste workers and the plastic circular economy in Vietnam
Context
Vietnam annually produces 1.8 million tons of plastic waste of which only10% is recycled. The informal waste collectors play an important role in recycling plastic waste into production materials. Besides, this force makes an important contribution to the economy. However, they are not included in many public policies and receive little protection from trade unions and the law. Because the working environment is not adhered to any formal regulations, employees must work at all hours, day, and night. The working environment is unsafe, unhealthy, and unprotected.
Objective
People, Plastics, and the Blue Economy: Supporting Livelihoods and Combatting Marine Plastic Pollution in Southeast Asia, is a grant financed by the ProBlue Trust Fund Program, to support the PASA and the World Bank’s broader engagement on marine plastic pollution in ASEAN countries. The grant aims to provide: (i) a diagnostic of who are the vulnerable groups engaged in plastics debris waste management; (ii) understand their current livelihoods systems of these vulnerable groups and propose, based on this research, viable livelihoods options that are scalable and replicable. In Vietnam, this grant will use a case study approach to identify community-based models that currently support the livelihoods of key vulnerable groups involved in informal plastic waste collection with a focus on women and children.
Our contribution
Inception
- Drafting data collection tools (questionnaires for quantitative surveys, in-depth interviews, focus group discussions and case studies)
- Building local partnerships in Hanoi, Ho Chi Minh City, Can Tho and Quy Nhon

- Training and supervision students for the realisation of 300 interviews with informal waste workers (75 per site)
