Consultancy services for the preparatory assessment, organization of a seminar and training sessions and identification of a roadmap for a MobiliseYourCity program in the Maputo Metropolitan area
Context
The MobiliseYourCity partnership is a joint initiative of AFD, GIZ and the EU to encourage more sustainable mobility patterns in cities in developing countries.
Maputo became a beneficiary partner of the MobiliseYourCity initiative in May 2018, and AFD wished to organize MobiliseDays (urban and institutional mobility diagnosis, organised in a participatory manner) in order to define the needs for the launch of a Sustainable Urban Development Plan (SUMP) in the Maputo metropolitan area.
Objective
In the Framework of the T.A. Contract for MYC Intra ACP, the AFD requested Espelia to carry out preliminary Mobility diagnosis and the organization and facilitation of a kick-off Work Shop (Mobilize Day) to formally launch the SUMP process and provide relevant inputs to the SUMP elaboration.
The mission therefore focused on the inception phase of the SUMP Process from MobiliseYourCity SUMPS and aimed at:
- Presenting to different stakeholders the AFD funded MYC initiative in Mozambique;
- Raising awareness of stakeholders regarding urban mobility challenges and priorities;
- Performing a pre-diagnosis of the urban mobility and transport sector in MMA, in order to prepare the Mobilise Days” and an efficient launching of the MYC technical assistance;
- Identifying and specify main areas of work to be considered for the implementation of the program MobiliseYourCity in MMA;
- Training MMTA, the local governments and the state administration on the management of a SUMP process.
Our contribution
Together, we:
- Performed a pre-diagnosis of urban mobility in Maputo through:
- Field visits
- Conduct of interviews with mobility stakeholders in Maputo
- Stakeholder mapping
- Mobility diagnosis and assessment of potential for SUMP
- Concept Note for the preparation of the MobiliseDays
- Prepared and facilitated MobiliseDays (2-day workshops): concept note for the preparation, training sessions/capacity-building activities on urban mobility planning, facilitation of participatory sessions.
- Elaborated a synthesis report and a Road Map / action plan for the implementation of the SUMP.
Our support has enabled the development of a shared approach to the implementation of the Maputo SUMP and provided the key elements for the Terms of Reference for the SUMP.
