Technical assistance to Hanoi People's Committee: definition of a sustainable investment programme in the mobility sector
Context
Hanoi's spectacular population growth over the past 30 years has been accompanied by intense economic development but also by strong environmental and mobility challenges such as air pollution and traffic congestion. Objectives of the Hanoi Transport Master Plan for 2030, vision 2050 regarding the place of public transport are ambitious but difficult to achieve.
Aware of these challenges, Hanoi People's Committee (HPC) wishes to implement large-scale programmes to develop the city's urban infrastructure, especially in the mobility field, to improve life quality and urban environment for Hanoi’s inhabitants.
To accelerate the transition to a more virtuous and efficient mobility in Hanoi, both HPC and AFD set up a technical assistance in 2020 to define an ambitious investment program to meet the city's environmental challenges.
Objective
The technical assistance took place between 2020 and 2022, with the objective of supporting HPC to better meet the city's environmental challenges. The assignment was structured around two complementary parts:
- Capacity building of city services, and
- Preparation of a sustainable investment programme.
Our contribution
The technical assistance led to the definition of a sustainable investment programme in the mobility sector, with the support of a consortium led by Espelia and including Artelia, AREP, Tecurbis, Airparif, Codatu and Institut Paris Région.
During the first stage of the technical assistance, working meetings, training sessions and consultation meetings were held with the departments, HPC, AFD and the consortium to identify and prioritise the most impactful projects.
Related to the commissioning of metro line 2A and the upcoming commissioning of metro line 3 (Nhon - Hanoi Railway Station section), both of which are major events for the city of Hanoi, the focus of action chosen is optimising these structuring public transport lines to improve their attendance and their impact on the city's mobility system. The ambition is to contribute to the transition from a current unimodal, individual mobility-centred operation to a more virtuous multimodal, metro-centred operation.
Hanoi Sustainable Mobility programme is structured around four complementary components, for which pre-feasibility studies have been carried out:
- Component 1 – Creation of a corridor and a High-Quality Service Bus pilot line: Times city – Nga Tu So – Ciputra Vo Chi Cong
- Component 2 – Urban requalification and Cau Giay exchange hub (Station S8 of metro line 3, Nhon – Hanoi Railway Station section)
- Component 3 – Service quality improvement on 3 pilot bus lines
- Component 4 – Multimodal accessibility reinforcement in 12 stations of line 2A (Cat Linh - Ha Dong)
These four components are designed in coherence with each other and with the existing public transport network. These projects aim to be visible and replicable to other areas of the city to maximise their impact.
The programme’s content was validated during a steering committee with city authorities in December 2022.
