Realization of a 2013-2017 tariff study (Burkina Faso)
Context
The ONEA (National Office for Water and Sanitation) is responsible for the production and distribution of water and sanitation in the urban areas of Burkina Faso.
New investment projects, which address the increased water coverage and demand, imply an update of the pricing based on a better knowledge of the financial parameters (investments and operating costs) and a better understanding of the social parameters (identification of consumers, household incomes, evolution of needs).
Objective
To establish a new pricing for ONEA services for the period 2013-2017.
Our contribution
Our team has carried out the following activities:
- Analysis of the existing situation:
- Analysis of water and sanitation customers’ needs,
- Analysis of the ability to pay of water and sanitation subscribers (qualitative surveys),
- Identification of the costs of water and sanitation services.
- Prospective analysis and proposition of tariff structure for water and sanitation services,
- Annual support mission (for 3 years, 2014 to 2016) for updating tools.
