Design of an Integrated Urban Transport Fare System for Greater Santo Domingo
Context
The public transport network of the Santo Domingo metropolitan area, the capital of the Dominican Republic, serves a population of 2.6 million inhabitants. It comprises two metro lines, one cable car line, bus rapid transit (BRT) services, and conventional buses. These modes are operated by various entities, some under public management and others by private and/or artisanal transport unions, each with its own fare structure and ticketing system.
In its ongoing efforts to develop a unified and institutionalized transport network, INTRANT, the national mobility authority, aims to implement an integrated fare system. This system would allow users to access all mobility services with a single ticket, paying a single price at the end of their journey. The study must consider the users' ability to pay as well as the economic balance of the different operators.
Objective
To design an integrated fare system by determining the type of integration, the socially acceptable fare level, the cost to the public sector, the revenue-sharing mechanisms among operators, and the necessary actions for implementation.
