Independent Evaluation for the Indonesia Infrastructure Support Trust Fund (INIS)

Context

The INIS (Indonesia Infrastructure Support) Trust Fund was established in 2008 as part of a technical assistance funding provided by the Government of Australia and was managed by the World Bank. It aimed to increase the quality and quantity of Indonesia’s infrastructure by supporting the technical and financial structuring of investments and policies.

Aligned with the Government of Indonesia priorities, INIS activities aim to improve the country’s connectivity, reform the energy sector, improve the delivery of local infrastructure services, and develop financial solutions.

Objective

Espelia was commissioned to conduct an independent evaluation of the INIS Trust Fund, aiming to:

  • Assess whether the activities undertaken have achieved the outcomes INIS was created for, in line with the Government of Indonesia’s priorities,
  • Evaluate the IBRD Lending and co‐financing leveraged by INIS funding, and
  • Evaluate the influence of INIS‐funded activities on national policy reforms.

Our contribution

  • Collection of evidence regarding INIS’s achievements through different data sources (progress reports, administrative documents, studies, deliverables, interviews…);
  • Assessment of the progress and achievements of INIS regarding its intended outcomes. The assessment criteria used include INIS’s relevance, efficiency, effectiveness, sustainability, coherence, impact, gender, disability, and risk & safeguards;
  • Identification of lessons learned from successful and unsuccessful activities;
  • Identification of key barriers and challenges faced to proceed to scaling up successful activities;
  • Evaluation of INIS’s contribution towards the improvement of the quantity and quality of Indonesiaʹs infrastructure;
  • Recommendations for the new trust fund ABIP (Australia-World Bank-Indonesia Partnership (ABIP)).
