Urban Fabric Initiative in Kigali
Context
The City of Kigali (CoK) and the Rwandan Ministry of Infrastructure (MININFRA) accelerated the implementation of a national strategy aimed at achieving universal access to essential services by 2050. The city is pursuing its interventions in several priority neighborhoods, through the Kigali Informal Settlements Improvement Project (KISUP). The strategy proposed by KISUP aims to test new approaches to strengthening social inclusion and resilience to climate change. These initiatives involve implementing an ambitious citizen participation approach throughout the project cycle to prioritize, co-design, co-build and co-manage improved services with local residents. One of KISUP's components concerns the creation and rehabilitation of social and community facilities, and takes the form of an Urban Fabric Initiative.
Objective
The Rwanda Women Network (RWN), Bantu and Espelia consortium has been selected to operate the Kigali Urban Fabric Initiative. As part of this role, the group is carrying out the following tasks: participatory diagnosis of uses, co-design of local facilities and amenities for collective use, proposal of innovative construction processes, definition of community or shared management modalities for the facilities.
Our contribution
Within the consortium, Espelia is more specifically responsible for
- Developing an effective monitoring & evaluation framework
- Drawing up a capacity-building plan for the institutions involved in project implementation
- Defining community or shared management methods for new or rehabilitated facilities
