Technical Assistance for the preparation of the Tanzanian Sustainable Urban Food Investment Program (TASUFIP)
Context
As part of the European Union-funded Green and Smart Cities SASA Team Europe Initiative program, which aims to support the sustainable urban development of Tanzanian secondary cities, the urban food systems component is coordinated by the French Development Agency (AFD). Tanzania's secondary cities face major challenges in planning, designing, financing and operating urban food infrastructures. The Tanzanian Sustainable Urban Food Investment Program (TASUFIP) has allowed to identify four markets, three fish landing sites and a slaughterhouse as priority infrastructures for the cities of Mwanza and Tanga.
Objective
The aim of the investment program is both to enhance these infrastructures and to set up a sustainable management program for these key sites for the cities of Mwanza and Tanga. The preparatory phase of the program is being carried out in parallel by Urbaplan, in charge of the feasibility study and environmental & social studies, and Espelia, responsible for technical assistance to central and local authorities.
Our contribution
Espelia's international team leads a Technical Assistance initiative with three municipalities in Mwanza (Mwanza City Council and Ilemela Municipal Council) and Tanga (Tanga City Council), as well as with PO-RALG, the Tanzanian ministry responsible for local government. This initiative focuses on stakeholder engagement and capacity-building activities.
The team conducted an initial field mission to map stakeholders and provide inputs for a comprehensive assessment and stakeholder engagement plan. During a second mission, Espelia experts presented development plans for eight sites to end-users, gathering feedback to ensure the plans align with local needs. This mission also included workshops to assess the capacity-building requirements of institutional stakeholders, crucial for the successful implementation of the TASUFIP program. Based on these activities, the technical assistance team will develop a capacity development plan for each municipality and PO-RALG, to be presented during a third field mission. Concurrently, the Espelia team is responsible for monitoring and reporting on the program's preparatory phase to various stakeholders, including the EU and European partners, AFD, the Tanzanian government, and local authorities.
