As part of the Schéma Directeur d'Urbanisme du Grand Abidjan (SDUGA), the Ivorian government has decided to strengthen public transport systems to better link residential and employment areas. This includes the creation of a Bus Rapid Transit (BNHS) corridor on the East-West axis linking Yopougon to Bingerville. As part of its Transit Oriented Development strategy, the Ivorian government intends to take advantage of this project to capture the land value generated by the arrival of this new mass transit line, and to initiate the renewal of the neighborhoods adjacent to the line, particularly in downtown Abidjan.
Two stations were identified as strategic to begin this process: Yopougon-Selmer station, an intermediate-sized station located in the commune of Yopougon, a predominantly residential commune on the western outskirts of the city center, and Délégation station, in the commune of Adjamé, a main station located in the city center, in a district with a high level of commercial activity, and also close to a metro station.
The present mission, carried out in consortium with Urbaplan (leader), BPL and Transitec, aims to study the feasibility of these operations through the definition of development plans and an implementation strategy taking into account the need to capture land value gains to finance all or part of the necessary public investments, and the need to be able to replicate the approach on other neighborhoods crossed by the BRT line in the future.

Once the development plan and implementation strategy have been validated by the project owner, Espelia will also be responsible for managing the contractualization procedure with the developers, as part of a conditional tranche.
