Feasibility study for the integrated management of urban public space and roadway dependencies around the BRT

Context

Once in operation, Dakar's new BRT will considerably change the lives of the city's inhabitants. However, from the start of the construction phase, tensions and conflicts were witnessed over the use of urban spaces around the BRT corridor (intermodality, parking, shops, safety issues, active modes, etc.), as well as over the services managed by local authorities (advertising, waste management, vehicle removal, parking, etc).

Objective

The objectives of the study are described below:

  • Plan the BRT public spaces to ensure smooth operation of the line
    • Organize intermodality and parking for all modes of transport
    • Clarify and secure public pedestrian circulation and crossings of the BRT corridor
    • Organize urban functions next to the BRT (trade and informal trade, urban logistics: transport and storage of goods, advertising)
    • Identify the potential for development of public space to improve the living environment (green and planted spaces, leisure and sports facilities).
    • Identify the management and maintenance needs of public spaces next to the BRT (waste management, and safety management (police/fire brigade)).
  • Establish the governance, institutional, legal, technical and financial framework for the proper management and maintenance of public spaces and services in the BRT corridor.
  • Elaborate police regulations for the area
  • Support the CETUD in the selection process for a potential service provider to manage the BRT’s public spaces
  • Implement a monitoring and evaluation framework to ensure the sustainability of the area
