Technical Assistance to the Ghana Infrastructure Investment Fund (GIIF)

Context

The development of infrastructure is crucial to support the rapid industrial growth and urbanization of Ghana, while ensuring alignment with the Sustainable Development Goals (SDGs). To sustain economic growth, significant annual investments in infrastructure are required, necessitating alternative sources of funding beyond public funds. The participation of the private sector has been identified as key to achieving these goals.

In 2014, Ghana established the Ghana Infrastructure Investment Fund (GIIF), fully owned by the government, to finance infrastructure projects by catalyzing private capital. The GIIF partnered with the French Development Agency (AFD) through a grant agreement to fund a technical assistance program and an $85 million credit line for sustainable development projects.

Objective

The technical assistance program aims to promote and support the financing of sustainable infrastructure projects by the GIIF. Eligible projects must contribute to climate change adaptation and mitigation and/or involve social services such as health, education, water and waste management, telecommunications, media, social housing, as well as sports and cultural centers.

Our contribution

Espelia's technical assistance involves:

  • Developing a pipeline of sustainable infrastructure projects aligned with the objectives of the Ghanaian government and AFD guidelines on climate change and social criteria ;
  • Supporting GIIF in evaluating investment projects (technical, financial, environmental, and social due diligences) ;
  • Providing capacity-building activities for GIIF staff to assess and monitor projects, especially regarding climate and social aspects ;
  • Implementing new policies, strategies, procedures, and internal tools for GIIF, particularly in climate change mitigation, gender equality, and risk management.
