Diagnostic of Wastewater Management in Binh Duong Province, Vietnam

Context

The province of Binh Duong has over 2.5 million inhabitants, with 77% living in urban areas. The production of wastewater in Binh Duong is rapidly increasing due to its growing urbanization. In 2019, the wastewater treatment capacity in the southern region of Binh Duong could only meet 50% of the wastewater treatment needs.

The drainage network is inadequate in several areas, primarily affecting poor populations. Binh Duong is particularly vulnerable to river and urban flooding risks related to climate change. Therefore, the province urgently needs to improve its wastewater management and drainage infrastructure.

Objective

The overall objective of the assignment is to support the World Bank’s Binh Duong Water Environment Improvement Project by providing an upstream analysis of the wastewater challenges facing Binh Duong province and guide a comprehensive wastewater management strategy. Essentially, the objective will be to inform the WB on the most effective way to formulate and implement the strategy.

The specific objectives of the project include:

  • Assess the current conditions related to wastewater management
  • Consider growth and emerging wastewater needs,
  • Provide high-level recommendations to improve the situation,
  • Provide a roadmap for developing a comprehensive wastewater management strategy.

  • Analysis of the institutional framework, stakeholders and institutions involved in wastewater management
  • Analysis of financing arrangements and financial flows within the wastewater sector
  • Formulation of recommendations for enhancing the institutional and regulatory framework, as well as capacity building activities
