Espelia and its subsidiary firm ICEA have developed a strong expertise in capacity building for public authorities, based on refined analytical methodologies of their institutional, organizational, and operational capacities.
Capacity building is an intrinsic objective of public development aid projects, considered as a guarantee of aid effectiveness. It is also a guarantee of the sustainability of investments made and projects developed, in that it makes it possible to anticipate and ensure the capacity (human, financial, technical, material) of public actors to manage or operate them. As such, it is one of the foundations of our methodological approach to support our clients.

It is also a key element for the achievement of the Sustainable Development Goals (SDGs). SDG 17, which focuses specifically on partnerships, aims to "provide enhanced international support for effective and targeted capacity-building in developing countries in support of national plans to achieve all the SDGs, including through North-South and South-South cooperation and triangular cooperation".
