Objectives of the LoCAL Workshop in Kampala

Last month, our Espelia team traveled to Kampala, Uganda, to facilitate a workshop as part of the LoCAL (Local Climate Adaptive Living) mechanism, implemented in Uganda by the United Nations Capital Development Fund (UNCDF). UNCDF designed and launched LoCAL (Local Climate Adaptive Living) in 2011 to promote climate-resilient local communities and economies by establishing a recognized mechanism for channeling climate finance to local authorities in Least Developed Countries (LDCs) and to strengthen local resilience. 

The national workshop in April 2025 aimed to build the capacity of Ugandan districts benefiting from this mechanism, focusing on climate change adaptation knowledge and understanding the specific features of the LoCAL mechanism.

The United Nations Capital Development Fund (UNCDF) is the UN’s primary catalytic financing entity for the 46 Least Developed Countries (LDCs) around the world. UNCDF’s work is grounded in development expertise across five priority areas, including its flagship areas of inclusive digital economies and local transformative finance, as well as emerging areas such as women’s economic empowerment, climate, energy and biodiversity finance, and sustainable food systems finance.

Building Local Capacity for Climate Change Adaptation 

Representatives from 14 Ugandan districts traveled to Kampala to share their progress in implementing local climate change adaptation investments. 

During the event, Jade Ouvrard, Flora Geley, and Raymond Mutyaba led participatory sessions and practical workshops, fostering experience sharing and skills development among participants.
