ADM was created by the Association of Mayors of Senegal (AMS) and is a recognized actor in decentralization, particularly for its capacity-building and support activities for local authorities. It is also responsible for managing several projects (sanitation, flood control, local government performance enhancement) for international donors. ADM is currently formulating its 2026-2030 Strategic Plan, seeking notably to diversify its funding sources and expand its service offering to territories.
The objective of this Technical Assistance is to support ADM in consolidating its institutional positioning and its support function for local authorities, strengthening individual and organizational skills, and building collective intelligence methodologies as well as a capitalization and archiving system.
From February 1st to 3rd, Espelia’s representative in Dakar, accompanied by international teams on a mission to Senegal, held a workshop on ADM's internal organization with staff from all departments and units of the agency.
The elements co-constructed with the staff will be used to develop internal reorganization scenarios. One scenario will then be selected and further developed with the agents during a future workshop.
