Operational Audit of the Kampala Water - Lake Victoria WATSAN Project (KW-LV WATSAN)

Since the beginning of the year, Espelia has been supporting the National Water Sewerage Corporation (NWSC) of Uganda in auditing the first phase (2011–2019) of the KW-LV WATSAN project, aimed at upgrading and rehabilitating the water supply and sanitation system in Kampala, along with the associated transmission mains and distribution networks.

As part of this mission, our team traveled to Kampala to:

• Present the initial analysis results and preliminary findings;
• Facilitate two workshops:
  • The first focused on updating the logical framework in light of changes in the project's scope;
  • The second centered on identifying and prioritizing the main challenges facing the project.

The discussions highlighted several key issues, including:

• Heavy administrative procedures and complex validation processes between donors and national authorities, which have slowed down project preparation and implementation;
• The need for an updated logical framework, supported by reliable data and SMART indicators, to ensure more effective monitoring and evaluation.

Based on these findings, our team is currently preparing:

• A report on the updated logical framework;
• An audit report assessing both the procedural aspects and the results achieved to date.
