Water and sanitation project conditionalities for improving national sector frameworks

AFD has published a review of the conditionalities of water and sanitation projects aimed at improving national sectoral frameworks, written by the ICEA teams.

This report presents an assessment, over the period 2003-2015, of the support to the definition and implementation of clear and effective sectoral frameworks in the water and sanitation sectors through conditionalities (conditions precedent and specific commitments) attached to AFD financing, bearing in mind that other elements, sometimes non-financial, may also contribute to the achievement of actions aiming at improving these sectoral frameworks.

This evaluation was carried out on a sample of 56 projects selected by AFD services in 23 countries in five geographical areas of intervention: East Africa-Indian Ocean, West Africa, North Africa, Near East and South East Asia.
